Mr André Asselin

André Asselin is a distinguished housing policy and finance expert with over four decades of experience in international housing development, policy-making, and consulting. A Canadian national, André has played key roles in shaping housing finance systems in countries across the globe, leveraging his deep knowledge of urban economics and housing policy. He holds a Master of Business Administration (MBA) from the University of Ottawa, as well as a Bachelor of Commerce with a specialization in Urban Economics from Université Laval.

Currently self-employed, André offers consultancy services to prestigious global institutions, including the World Bank and various governments. He has been a key contributor to several major housing finance projects, such as the development of the Nigeria Mortgage Guarantee Company (NMGC) and the evaluation of the Nigerian Housing Fund for the Federal Mortgage Bank of Nigeria. His expertise has also been sought after for projects in Central Africa, Pakistan, Morocco, and Saudi Arabia, where he has provided strategic guidance on mortgage financing and affordable housing.

From 2008 to 2011, André served as Executive Director of CMHC International, where he oversaw all international activities of the Canada Mortgage and Housing Corporation (CMHC). In this role, he provided expert consulting services, supported housing exporters, and maintained international government relations. He was a member of the CMHC Executive Committee and championed diversity initiatives within the organization. Before that, he held various leadership roles at CMHC, including Principal Director of Housing Policy and Finance, and Director of Strategic Planning and Policy Development. He played a pivotal role in developing housing policies for Canada, including policies for social housing and mortgage insurance, ensuring accessibility for marginalized communities such as First Nations.

In addition to his professional career, André has been an active thought leader in the housing finance sector. He has written numerous articles on housing policy and finance, including publications for Housing Finance International and Politique du Logement. His work has been recognized for offering insightful analysis on topics such as affordable housing, mortgage guarantees, and financial risk mitigation.
